Historical Question: Has the signing of the 1960 Concordat between the Church and the State changed our education system as it is today in comparison to what it was before 1960?

Hypothesis: After intense research using both secondary and primary resources, we strongly believe that the signing of the 1960 Concordat between the Church and the state merely formalized and concretized a dual system of education that was in existence since the 1850’s.
