This paper will take a detailed look at the history of special education systems in Ontario.
Specifically, it will show the reader that throughout the past sixty years, Special Education (also
known as the teaching of exceptional students) has become a focus for the Ontario Ministry of
Education through the gradual integration of education programs for different exceptionalities –
specifically Autism Spectrum Disorder, Tourette’s Syndrome, the deaf and hard of hearing, and
those students identified as gifted. There will be a specific focus on the development of
programs for these four exceptionalities since 1950.
